The Health Department's Initial Response

Health Department initial response. 

I will start with the first press release from the City of Milwaukee's Health Deptartment. In the announcement, the Health Department acknowledges the looming threat of the novel coronavirus. At this point Covid-19 has yet to reach the City of Milwaukee. You can tell by the language though the health department believed it was imminent though. This email was sent on February 28th, 2020, the first case in Milwaukee would come two weeks later. The internal emails and press releases that followed this announcement ranged from outrage to confusion.
