Formed as a mission chapel by Immanuel Presbyterian church in 1877, Westminster's founding is reflective of Milwaukee's rapid growth in the late nineteenth century. The church would move twice in the next twenty years, building a new place of worship each time, and would soon found mission chapels of its own in Milwaukee's suburbs. But the changing demographics of Milwaukee's East Side in the late 1900s would lead to a decline in Westminster as some members moved to these new suburban churches.
